BIRMINGHAM & MIDLAND MARINE SERVICES GAINED OUTREACH RESCUE TRAINING CENTRE ACCREDDITATION IN FEBRUARY 2019. WE ARE VERY PROUD TO HAVE ACHIEVED THIS AND WILL STRIVE TO MAINTAIN THE HIGH STANDARDS EXPECTED OF US WHILST PROVIDING BOTH INDUSTRIAL AND SPECIALIST RESCUE TRAINING.

OUTREACH HAS BEEN PROVIDING RESCUE AND SAFETY TRAINING FOR OVER 25 YEARS. OUR PHILOSOPHY HAS ALWAYS BEEN THAT TIME SPENT IN THE EARLY STAGES OF SKILLS DEVELOPMENT IS TIME WELL SPENT – WE HAVE NEVER SUBSCRIBED TO THE “FAST TRACK” SCHOOL OF THINKING.

Outreach Rescue Emergency Service customers have some unique problems to contend with. Specialist rescue skills are still relatively new and not something that is “Core” in the sense of being called upon daily, weekly or even monthly. The result of this is, inevitably, a degree of skills fade that has to be countered through regular consolidation training and development. A solid base of initial training also helps here. Having an understanding of why things are done provides a base to build on that reduces the impact of skill fade.

Our facilities and high-quality water venues / conditions allow us to develop skills during our courses to a high level. It is the time spent in the complex water conditions or with a deteriorating casualty that makes for a good rescue team member and is the reason that many of our courses are timetabled at a day or so longer than some other providers. Our industrial training facilities allow us to deliver realistic training in a safe environment. We are flexible in our approach and can deliver at our site or, subject to agreement and criteria, at your venue, using your equipment or ours.

Our commitment to industry includes the highest standards of training meeting all legislative requirements in the disciplines we deliver. Outreach Rescue are able to deliver programmes through recognised awarding bodies such as City & Guilds and Qualsafe as well as developing and delivering bespoke courses for customers with very specific needs and unique problems. We also work closely with industry offering advice, helping to identify and resolve most problems with a pragmatic approach. And if we can't help? then we'll signpost you to others who can. We'll only point at other organisations we trust and that hold with our organisation philosophy and ethic.

WATER TRAINING FACILITIES

Outreach Rescue has access to a wide variety of high-quality water venues to ensure we can provide our students with access to clean, challenging water conditions, that closely replicate the hydrological features rescuers may be forced to deal with operationally. It is the exposure to these conditions that is difficult for many organisations, so we endeavour to give students as much experience of them as possible while they are with us.

All venues have access agreements, risk assessments and rescue plans in place as appropriate. Outreach Rescue have operated this training for over ten years and have had no reported health or hygiene issues in this time. The health and welfare of students in this environment is paramount and we monitor all venues on a continuous basis.

INDUSTRY STANDARDS GENERALLY RECOMMEND RECERTIFICATION EVERY THREE YEARS. WE RECOMMEND RECERTIFICATION EVERY TWO YEARS TO MINIMISE SKILL DECAY, WHERE OPERATION OR TRAINING EXPOSURE IS LIMITED.

WHERE INDIVIDUALS ARE WORKING IN, ON, OR NEAR WATER THERE IS A REQUIREMENT TO ENSURE THEIR SAFETY.

Outreach Rescue can provide all levels of safety and awareness training, fully compliant to the current DEFRA guidelines (Department of Food and Rural Affairs). The guidelines cover safe practices that range from basic safety awareness and life jacket training to swift water rescue and management of Flood Incidents.

The 1-day ‘Safety’ course is designed for those who may, as part of their role, work near water. The ‘Rescue’ 1-day course will cover the syllabus outlined in the National Training Guidelines (Module 1)

WATER SAFETY / RESCUE FIRST RESPONDER DEFRA Level 2

The Industrial ‘Safety’ course is designed for those who may be required to respond to non-swiftwater safety incidents, or for those required to manage or oversee water incidents. Suitable PPE must be available if delivered in the workplace.

Emergency Services Water ‘Rescue’ First Responder courses follow the syllabus outlined in the National Training Guidelines (Module 2)

Students will cover all theoretical aspects with opportunity to practice and develop their skills with practical in water training sessions.

Powered Boat for Rescue Response (Restricted)

The ‘Powered Boat for Rescue Response (Restricted)’ course is ideal for agencies or organisations and rescue craft operators working in daylight hours, predominantly in ‘land-locked’ Counties in particular those with a high density of navigable waterways.

A ‘Restricted’ version of the ‘Powered Boat for Rescue Response’ course which does not cover tidal or estuarial waters that will provide a level of competency for safety & rescue boat operators working in ‘inland’ open water environments such as canals, non-tidal rivers, reservoirs and lakes.

ENTRY REQUIREMENTS

Physically fit for this type of work, minimum RYA Powerboat Level 2 with a good degree of competency, accredited water safety awareness qualification (HSE / CDM Regs ’15 / DEFRA)

2 days (RYAPBL2 + RYA IWHC / MCA BML holders)

3 days (RYA PBL2 holders)

Building upon the RYA Powerboat Level 2 qualification and looking at the limits and restrictions, procedures, processes and etiquette of Category ‘A’ & ‘B’ Waters, based upon the RYA Inland Waterways Helmsman Certificate syllabus.

As with the DEFRA Level 4 ‘Powered Boat for Rescue Response’ the entry requirement is an RYA Powerboat Level 2, differing in that holding a DEFRA Level 3 Water Rescue qualification is not a requirement.

Candidates must have undertaken some form of accredited water safety awareness and rescue at either HSE endorsed or CDM Regulations 2015 / DEFRA complaint level, and be both well practiced and competent at the helm of a rescue vessel.

Two versions of the course are available for candidates:

3-day course: - For those holding an RYA Powerboat Level 2 (3-day course including introduction to navigable waterways; MCA Code of Safe Working Practices, locks, tunnels, bridges, sound signals, and so forth)

2-day course: - those holding an additional RYA Inland Waterways Helmsman Certificate or Maritime & CoastGuard Agency BoatMaster’s Licence in addition to their RYA Powerboat Level 2 qualification.

The course is not residential (accommodation locally) and involves multiple site locations across the two- or three-day period. Transport available.
